Abstract:

Drawing on ongoing work on China’s responses to SARS (2002-2004) and Covid-19 (2019-2020), Professor Dali Yang reviews the trajectories of the two coronavirus crises in China and discuss how the complex interplay of actors--including the national and subnational health bureaucracies and CDCs, national leaders, medical professionals, whistleblowers, and the World Health Organization-- shaped China’s responses to these public health emergencies. Special attention is given to how the institutional and organizational reforms embodying the lessons learned from the SARS crisis have affected the responses to the outbreak in Wuhan.
